Improve visibility of the 'CTRL+Click to open in new tab' message

The 'CTRL+Click To Open In New Tab' helper message is hard to see in its current placement. Reposition or restyle it so users notice it.

Enable 3 Decimal Point Input Across All Datatruck Tabs

The customer brought up an issue where they are not able to put 3 decimal points anywhere on Datatruck. The only tab it works in, is inside Trips in Driver Expenses only. They requested that we make it so that customers can use 3 decimals everywhere in Datatruck.
