Show full pickup/delivery time window when opening a load (Dispatch Board 2.0)

When opening a load in Dispatch Board 2.0, only the latest time is shown (e.g. 09:00 PM). For FCFS loads that have a window (e.g. 06:00–09:00), show the entire time range instead of only the final timestamp.
