Problem
When the selected mileage provider doesn't return toll and fuel values, the COSTS block in the Route & mileage modal prints Tolls — not returned and Fuel — not returned. To the dispatcher this reads as a bug or a data outage. It's not — it's an unsupported provider capability, and the data is available through TollGuru. We're showing a dead end where there's an actual upgrade path, and no one in the account learns TollGuru exists.
Proposed Solution
Replace the two "not returned" rows with an inline promo for TollGuru, following the same pattern as the AI Dispatcher promo (badge + short value line + Learn More CTA):
Trigger: only when the active mileage provider returns no toll/fuel data and TollGuru is not yet enabled for the office.
Placement: inline in the COSTS block where the two rows currently sit — not a blocking modal, since the dispatcher is mid-route-selection.
Content: short line on what TollGuru adds (per-route toll and fuel cost by truck profile, so RPM and margin reflect real cost), plus a Learn More / Request access CTA routing to the same place the AI Dispatcher CTA goes.
Once TollGuru is enabled, the promo is replaced by live Tolls and Fuel values in those rows.
